Hotel Staff Panic Button for the City of Oakland: Measure Z

Measure Z was passed by Oakland voters in November 2018. Measure Z requires that Oakland hotels with 50 or more guest rooms or suites of rooms provide hotel employees with increased minimum wage, panic buttons, and workload restrictions

Effective July 1, 2019, City of Oakland’s Measure Z will be enforced. It requires Oakland hotels with 50 or more guest rooms to provide hotel employees who work alone in guest rooms with panic buttons at no cost to the employee. These panic buttons will be used to report threatening or violent behavior and will alert someone responsible for providing immediate help. The City of Oakland defines a hotel employee as someone who provides service in an Oakland hotel and who works an average of 5 hours per week for 4 weeks. The City of Oakland mandates that a panic button that simply makes a loud noise does not meet the requirements of the hotel workers protection law. Instead, the panic button must notify a designated monitor in the event of an emergency. In addition to nominating primary responders, the City of Oakland suggests that a company assign secondary responders for back-up reasons.

Proactive notifications

A housekeeper cleaning a room at odd hours of the night can customize the check-in timer of the app to suit a high-risk scenario by shortening the check-in duration to under 15 minutes. If a staff member does not check-in within this set interval, all of the emergency contacts set to receive notifications will be contacted immediately. If a housekeeper was to enter a room in the middle of the night, they may be confronted with hotel guests who are irate or intoxicated. If they did not confirm they are safe after the scheduled room visit, our lone worker monitoring app will immediately notify a monitor of a possible emergency. The monitor will be sent the exact location, and any other details the housekeeper has previously supplied, such as voicemails and work itinerary.

Emergency Panic button:

Scatterling also has integration to manually signal for help with a blue tooth panic button. When triggered, all of the emergency contacts will be notified of a confirmed emergency, and sent any voicemails that have previously recorded, details of location, and work profile.
